Why is Lucy Heartfilia so weak ? instead of developing Lucy's strength, Hiro focused more on developing Natsu and Erza who, honestly are already way to strong for their own good. I just wish he could've done more with Gray and especially Lucy.

she is developing, but her magic is totally different from the others. it's just not meant to be strong. using spirits require more tactic than power.

There is a difference between celestial magic and other types of magic. Celestial is more limited, the spirits already are super powerful and the celestial wizard must train to summon more zodiacs than one at the same time, master moves like Urano meteora, but that's all. As a magic, it's limited, yet powerful if the user is creative. Similar to Yukino's combos or gemini Lucy!
Besides there are people with different strengths and weaknesses everywhere. Ultimately, I think Lucy will play a bigger role than everyone else in fairy tail. That's why for alot she's the main character. Look back where she started and look how much she developed. Look at how she fought her battles and how she always barely won them. Lucy's a character that keeps moving on and tries and tries and will keep on trying to keep up with everyone else. For me she's the strongest character, in her own way ^^

The more Gray and Lucy strip off their clothes, the more power-ups they'll get from Hiro. I think that was the deal.

Ok here the thing about Lucy, I do not love her character, nor I completely dislike her. Because Lucy unlike Natsu has an actual back story. The problem with Lucy is not her fan service or the fact she a girl, it's her character development that is awful. The way Hiro treats Lucy character like a dismal in distress and a punching bag in battle makes her character look awful. Lucy is the main heroine of the story of FT, yet Lucy does not grow stronger a wizard much.
*Lucy did had some cool moments for example:
*Lucy standing up to her father(her resolve)
*Lucy summons all her Celestial Spirits against the CP King
*Lucy fight against Byro was good actually
*Lucy defeats Angel with Urano Metria
*Finally Lucy fight against Flare (showing Lucy new abilities)
Over all Lucy is a character who had potential to grow, but that potential went down the drain as the series progress. Lucy is ok at best to me, Lucy could had been a lot better.
