During luffy's fight with rob lucci of cp9..lucci complemented luffy by saying
"What a capable leader... If only a certain idiot could have heard you."
who is that?
i was reading a wiki page of luffy out of shear boredom when i ran into this..it would be a pain to watch the episodes again..so can anyone kindly help me understand who it was..

Maybe he is implaying, that spandam is not a capable leader and that he wished that he(idiot), could listen and learn.
