It seemed obvious at marineford that Oda considered Crocodile to be in the same league as Doflomingo and Mihawk (Dont confuse same league as me meaning strong as). And this was a man who was fresh out of prison with no training or growth since luffy put him down.

If Croc is in the same league as Mihawk, then he is an admiral/Yonko level fighter, doesn't matter if he isn't as strong as Mihawk. I guess you missed the fight between Doflamingo and Crocodile during the war, where it was hinted multiple times that they were near or of the same strength.
