The reason SS Goku would loose to SS2 Goku is that SS2 is a superior transformation compared to SS.

The last known power level that is ever measured in Dragonball is Future Trunks, at 5. After that, people who relied on power levels stopped showing up. Mostly because they were all dead. Because of that, we can't definitively know Cell's power level, or anyone past the Androids for that matter. So the numbers Electric Boogaloo gave for Cell and Broly mean nothing.

Power level isn't the number its measured in number by Friezas army. Sensed relatively by z fighters thats how they can tell someone in stronger than someone. Ss2 doubles power level or ki amount. Thats why its better. Power levels work because power can be multiplied in dbz and likened to number. Pl is useless when ones true pl isn't seen. An ss2 and mss at equal levels fight would result in the mss favor due to no strain and more stamina despite ss2 being the next level

And Dabura was way stronger than cell. And gohan still managaed to hold his own. With your logic cell could beat buu saga ssj2 gohan. And that's not true.
