Sasuke have already unlock his sharinnegan in the past ,which was op enough to be on par(or too much) against madara ,naruto and others.
I believe kishi did not wanted Sasuke to gain all the powers deserve in war arc ,because this will outshine naruto as the main character. This make me believe in part 3,Sasuke will either unlock his other sharinnegan naturally like Madara did over a period of time.
In addition ,there is another route Sasuke can choice by combining all the sharingan eyes stored in obito's lab forming a new doujutsu (sharinsei gan) similar version to Toneri 's Tensei gan . .
Obito sharingan collection
Toneri Tensei gan
The reason why i think of this is because both Sasuke Toneri are both yin nature ,but different branch from the family tree. The hyuga clan members were sacrifice for their tensei gan doujutsu.Simiar,The uchiha clans were sacarifice ,and their doujutus were store, but we have not really see what the true reason.Probably Obito was planing to unlock a new dojutsu to compensate for rinnegan (since his body could not use the rinnegan properly) inorder to do the moon eye plan ?
