I am confused? I think it's the other way around. Bills is galaxy level via feats, you using that scaling to make him universal level doesn't aver your claims. Heck, it's not even a liable feat since it has never done or shown us universe busting.

The Dragon Ball's with Shenron would make you omnipotent. Omega seemed invincible at one stage with just the Dragon Ball's within him.

seeming invincible doesnt make it so. dragonballs have clear rules and limitations. and fusing them with you doesnt change the fundamental rules of their existence
