I was about to say... Yeah, Tobi was a boss. Now, at least, Madara has a true presence. He wasn't a singular threat. I feel that devalued him. Orochimaru was the singular threat for all of Part 1. Akatsuki was a singular threat, Pain in particular. Then Tobi stepped in.
But when Madara was shown, there was also Kabuto and Tobi, with their own goals. Those three were never a team, they were working for themselves. I feel that him being in the presence of two other main antagonists, then another main antagonist, then being brushed aside for Obito, seriously devalued him.
Now it's his time to shine.

While that may be true, about how there was competition for the "spot light". Madara had a few opportunities to jump in and start making the manga more interesting when the Edo Hokage arrived. He could have defended or fought along side the Juubi as Obito left for the Kamui dimension.
