I have to disagree.
A weaker version of Sasuke defeated him eleven times. First, that's horrible tactics. Because you have a technique that can save you from death does not mean you should spam it. It makes you look weak without it. Also, it makes you look weak when you had to steal eyes for that power.
Naruto, Madara, Obito, and all the Hokages could defeat him. He himself said he could never surpass the Third, who seems to one of the weaker Hokage in recent chapters.
He had to steal Sharingan (including Shisui's powerful eye) and the First's DNA to be powerful.
