Looking at the beginning of the manga... Iruka and Mizuki being chunin is a joke

Iruka was badly beaten by Mizuki, which makes him just as pathetic if not worse.

Hiruzen was considered stronger when he was young and that's pretty probable.

Hiruzen was still claimed to be the strongest out of the Five Kage at the time, whereas now, it seems the only Kage he could've stood a chance against were the Fourth Kazekage and Mei Terumi, but I'd agree that younger Hiruzen would outclass the current five Kage, considering his talent, prowress and the ones who taught him.
