also think about it all tailed beast gathered and that form took place around him, then it could be showing the ocular powers(eyes) that the sage had from having the tailed beast.

Good point though, this conversation could be being held in the same or similar plane to the one naruto is on while talking with the tailed beasts. Ie his eye transports him there or is what gives him the ability to do this.
