Of course. A generic pure evil villain wouldn't fit with the central theme Kishi set up in this manga (solving things through understanding each other).

There are tons of mangas with villains that are just bad for the sake of it.

Well,i think the tragic villain is generic. I do not want the final villian to die as a good guy....
