Oro killed 4th Kazekage and because of that, Kankuro killed Sakon/Ukon, Temari killed Tayuya and Gaara hastened Kimi's death. So 4th Kazekage did get avenged.

Who cares, that clown was the worst kage in the series. He was only revived for emotional reasons pertaining to Gaara. His ability is rather uninteresting and his decisions as the Kazekage were awful and lead the sand village even further astray than it already was. Not to mention that he willingly sealed a monstrous demon into his own child and tried to kill him several times. No wonder Chiyo gave up on that village.

The Sand Village is full of fodder. Is it surprising that promoted a 15 year old to be their Kage? They literally had no one else to protect their village after Rasa died. Good thing for the Sand too. They live in a desert, so there is no one trying to steal any resources they have.

Last thing they want to do is pick a fight with Oro. Even a weakened Oro is dangerous.
