Remember when Black Zetsu used Obito's hand to gouge out the Rinnegan?? Black Zetsu is Madara's WILL, like a fluid but he needs others body to do the things which a normal person does.

Who said so that he needs real body to move, i mean if he needed real body then without having that he gone to mizukage and tried to take her own, so then it might be mistake at there or you're mistaking here
