It doesn't matter what we think, in their eyes, they are doing what they feel is right. Do we not see people in our lives who do horrible things, but their reason was that they saw no other way. His objective was to establish himself at the top, he could care less about peace, he only wanted to rule the world HIS WAY! His hatred for the Hokage and the Will of Fire is proof of that! That WILL, is what protected Konoha for decades, why would he feel the need to change that? Because it made him sick to his stomach. He wanted to establish his own law in the village and run it HIS OWN WAY!
