I was actually mistaken, there was another arc where Luffy didn't get the main spotlight and that's Marineford. That shows that Oda has no problem with removing the limit of making Luffy the main focus all of the time. Oda has a ton of characters with a ton of potential, and he knows how to use them. It'd be awful for him not to just because Luffy hasn't gotten the main spotlight in a while.

I wouldn't be surprised if Law can put his arm back in place (probably with stitches). However I also wouldn't be surprised if he couldn't for his ability (of construction) only works on objects he himself has cut
