I thought Fuu was suppose to be a girl, but I don't believe it was ever addressed. Fuu is a little gender ambiguous because of the skirt. The hair and the voice could be a young boy or girl though. I don't know; it's anime. I wouldn't have been surprised if they dressed Fuu in a school girl uniform or a Sailor Suit.

Typo/translation error... Fuu's definitely female. As for her voice sounding boyish, well, that's her character, she's supposed to be a tomboy.
