Logically the 10 tails cannot be revived completely!!!

The 4th only sealed half of the chakra because if he put the whole kyuubi inside Naruto it would've killed him. We all know chakra can replenish over time so a beast that is comprised of(mainly) chakra shouldn't be an exception. Also, the moon could be considered the vessel for the juubi since the So6P created the moon from the juubi.

Tobi is basically a lair ,nobody knows his plans.Plus its has been stated in manga that genjutsu falls in the catagory of yin chakra,so the yin chakra of the strongest tailed beast(9 tailed) sure counts for something to do the infinite tsukiyome which is also an genjutsu.
