Logic behind stupid fillers

We all know how stupid some of the fillers can be. There was a filler episode about team 7 dressing up as cats and infiltrating a cat lair. There was a filler about Naruto, Lee, and Shino going into a forest to fight a talking ostrich. There are fillers even stupider than these. I really don't think it's possible for anyone to think fillers like these are good. It makes me wonder what was going through the minds of the animators when they made these because surely they did not think these fillers were anything besides complete garbage.

I see three possibilities.
1) The animators were high.
2) The animators did it as a prank to screw with the viewers
3) Mentally disabled people were hired to create the fillers.

Why do you think fillers as stupid as these were created?

Fillers are crafted from stories made by the animation studio crews during their crap time.

They probably don't want to waste real time and effort on creating a good plot for something nobody's going to watch in the first place.

Or option 4...they hire animators not writers or story tellers. They can draw a story but can't think of a good one.

i would rather skip a month of the anime ...instead of having filler & then come back next season with new episodes

The majority of fillers are decent and somewhat enjoyable. Give them a chance and maybe you'll be entertained, Chikara arc was more interesting and exciting than most arcs. The Sound 4 revival was cool and right after the Pain arc there were a whole bunch of cool filler episodes.

I enjoy the fillers that give more character depth to minor characters, but yeah I didn't watch the Ostrich one xD Those fillers show that Japanese comedy also has a really lame side to it I guess :I

some of the fillers are alright but some are just like what the phantom menance maybe the japanese people like the really silly redic ones i mean thats the audience they cater to . but idk i read the manga so i don't get so upset over fillers now if i was some one just watching the anime i'd be upset cause the story is not progressing but my advice for those people just read the damn manga and for people reading the manga who cares about fillers we already know whats going to happen

That is why I never watch fillers, it has almost nothing to do with the real series. I do not know if it is a joke on their part but it is not funny.
