I myself cannot seem to make a good top 10 . It seems I'm too confused on where to put some people . I can for sure say that madara and hashi are in top 3 but I don't know where I would place them and idk who else would make good in top 3 . Maybe naruto ? Obito ? Kabuto ? Sigh ... So hard .

i never count edos in top tens or top anything and i do not count the sage.

1. Hashirama Senju
2. Madara Uchiha(EMS)
3. Naruto

Top 3:

1. Hashirama Senju - The true God of Shinobi. Wood release, Sage mode, Sage summoning bigger than the 10 tails, what more to say?
2. Madara Uchiha - Hashirama's rival, EMS, Perfect Susanoo, can control tailed beasts like puppets, his name screams fear.
3. Obito Uchiha - Almost untouchable, posses wood release, advance s/t ninjutsu and posses the rinnegan.

Naruto and Sasuke come right after as they are both supposed to be equals. Nagato is below Naruto now in my opnion and I believe Sage Kabuto is below Nagato, you can't really count edo tensei because that requires prep and all kabuto's zombies have been sealed.

Minato and Itachi are right next to each other below Nagato and Kabuto. They are arguably equals, they're are the adult versions of Naruto and Sasuke who have both surpassed their father and brother imo.

Killer Bee is always in my top 10, he's a perfect host, can control the 8 tails perfect. Best swordsman in the manga (7 swords style is unbeatable in a taijutsu fight). Can spam tailed beast balls all day long, skilled lightning user and has powerful ink sealing jutsu. He's also very fast in V1 and v2 mode.
