His body TURNED INTO WATER, to escape the sand. That's an impressive feat.
Bubbles that are like freaking cannon balls? Imagine than all being fired at you while in a genjutsu from different directions?

Actually, doesn't the suiton users require some minimum amount of water in the area to use the jutsus? Or was that just to part 1? As things have changed, I can't remember much.
But if this is the case,then those who can use the molecules of water mixed in the air to use the jutsus are the most skilled. If this amount isn't required, then you are correct.

But even those fodders from the alliance are using water jutsus with no water in the area(the combination of atacks that stopped madara's gouka mekkyaku, the shinobis were in a desert like area).
