How do you know? There is not proof that he didnt.

The raikage is still susceptible to genjutsu, and as proven by madara, it is possible to catch one with that kind of speed in it. So madara, sasuke and itachi can defeat him, he has no feats that suggest he can break susanoo. So he doesnt 1 shot any of the uchiha's you listed.

If Danzo's wind bullet tech was enough to break Sasuke's Susanoo I'm sure the Raikage can too
