Note: If you don't recognize the names listed, they are all skilled animators who have not worked on the anime for 1-2 years now.
1. 'The Last" and "Boruto" were produced back to back, with no break inbetween. So that created a tight time constraint and all of the animators have busy for over a year.
2. Hiroyuki Yamashita is serving as Director for Boruto, and chances are he is one of the Animation Directors and Storyboard Artists as well.
3. 2. Masahiko Murata and Masayuki Kouda were moved to work on another Pierrot anime.
4. Yasuhiko Kanezuka, Sessha Gorou, and Yumenosuke Tokuda were all taken off the normal episodes and replaced with inferior animation teams.
5. Chiyuki Tanaka has been gone since episode 395, presumaby to work on the movie
6. Quality staff has also been taken off the anime to work on Naruto Storm vidoe game
7. Naruto has lost about 50% of its TV viewer ratings
I believe around September-October things will improve, since the movie and game will be finished everyone will be avaiable to return to the anime.
