Nagato - Absorbs it via Preta Path
Ay - Dodges it
Gai - Dodges it
3rd Raikage - Dodges it (debatable)
Lee - Dodges it
KCM, BM, BSM Naruto - Dodges it
Minato - Dodges it via FTG (knows when Amaterasu is about to strike due to sensory skills)
Tobirama - Same as Minato
Kisame - When merged with Samehada he can absorb it
Danzo - Izanagi
Orochimaru - Oral rebirth
Kabuto - Oral rebirth
Jiraiya - Fire sealing scroll, Needle jizo, several other possible counters (debatable)
Gaara - Shukaku's sand automatically protects him. If that doesn't work, sand armour
Bee - Tentacle substitution
Zabuza - Hidden mist obscures vision so the amaterasu wielder can't eye is target (debatable)
Mei - Same as Zabuza (debatable)
Kakashi - kamui warp the black flames (debatable)
Fu - the Jin of the 7 tails, her blinding white technique can be used (debatable)

Kakashi might be able to use hide like a mole jutsu to avoid it if he sees it coming, which is possible with this Sharingan.

Sasori could switch bodies with another one of his puppets.

Bee's substitution can be negated by simply setting the whole of the Hachibi on fire.
Zabuza's mist ain't going to stop a Susano'o finding him, and then being Amaterasu'd.
I doubt Lee could dodge it, but 6th gate is debatable.
Jiraiya's only counter is a possible Sealing ( as he did ) or to use SM Sensory.
Not sure of Oral Rebirth is going to cut it, considering it only sheds a skin ( at huge chakra cost ), and then practically lines him up to be hit again by Amaterasu.
Mei ain't dodging anything with HMJ, an MS user can just sweep his Amaterasu through it and kill her.
Tobirama/Minato seem like it's POSSIBLE. but it's never happened so I'd say it's highly unlikely ( Simply due to the fact that an MS use can use Amaterasu in a literal blink of the eye, but FTG requires a seal.
Not sure what else though, I'm sure the 4th Kazekage's Iron sand would have done it too.
Muu/Ohnoki potentially de-materialize the Amaterasu TBH.
Suigetsu and the rest of his clan turn into water ( 2nd Mizukage ) ( if this doesn't completely dodge it he can just break off the part of him burning I guess )

Everyone with decent speed feats and sensory abilities can, your list is pretty accurate tho, but I think SM Naruto can dodge it as well. He had dodged Raikage's spear with no diff at all

Also Mei and Fuu shown no feats to dodge it.

Good list, just want to add that Jiraiya can dodge amaterasu. SM speed ftw. + Fuuka Houin + Hari Jizou + He can use instant Toad Transport Technique.
