And being that Sasuke is an Uchiha and not an Uzumaki with a large physical life force, it would probably be the former for him.

Kaguya's eye was never directly called the Rinnegan. Hagoromo referred to it as the Sharingan, it used Tsukuyomi and Sasuke stated Kaguya used a rinnegan doujutsu, not a actual Rinnegan. Based on Hagoromo mentioning the Byakugan with her nine tomoe eye or sharingan as he explained her power she used on the people, I believe the Infinite Tsukuyomi is actually comprised of a mix of both the nine tomoe eye or sharingan and the byakugan. Everyone having rippled eyes like Hagoromo, who is implied to have obtained the Rinnegan through the mixture of both of Kaguya's eyes also supports this. If their canon color is red, it would further support this. On then other hand, whenever Sasuke used his Rinnegan, the tomoes would disappear. This may also support why the victims had none.
*He didn't feel it, he saw it. I would imagine it means it makes them one of a king among all the mangekyou useers, that they possess the same to similar chakras and potential, and in the end, Sasuke is his reincarnation.
