Without Intel nearly everyone in the Naruto Verse, simply because of his Tsukuyomi. It can only be broken by another Uchiha user of the same blood. And even if Perfect Jins could break Itachi's Tsukuyomi, it's too late. 1 Second = 3 days.

All he has to do is have people look at his eyes, and without Intel he solos almost everyone.

With Intel he still solos almost everyone. The only way to really counter it is with Minato level speed or Sage Mode on Kabuto's level.

Again, only Uchiha users of the same blood and high skill of the Sharingan can break Itachi's Tsukuyomi it. There's a reason why he's never really been in a fight to kill someone and that's because he's too OP.

I can agree with most of the list except maybe Sasuke, Nagato, Kabuto and Obito depending on which version of them. EMS Sasuke hasn't really shown anything amazing... I still see him around Itachi's level or a little below. Obito displayed some respect for Itachi and he was cautious of him showing that Itachi can possibly take him on. Kabuto with edos win easily but Itachi has a chance of beating him without edos. As for Nagato it depends if Itachi tries to end the fight quickly otherwise Nagato wins.

Sasuke has EMS no recoil from using MS techs. He can spam enton forcing itachi into susanno in which case itachi dies in minutes. Obito MS has perfect izanagi and kamui nothing to debate there. Kabuto DSM counters anything itachi has..since its 1 v 1 itachi won't have the time to prep izanami since no one will be watching his back and he won't be Edo this time. Nagato has summons to prevent tsukyiomi and can sense when amaterasu will be shot. Once again itachi won't be Edo which means he will not be able to spam techs and will feel the side effects of suing MS techs which will affect him in battle.

Its not as fast as amaterasu... besides he will only need ribcage susanoo to protect himself from that he doesn't need to go all out. Itachi is still the better taijutsu fighter and he is also faster and much more smarter and calmer... power is not everything but yeah if the battle is drawn out Sasuke can win. Minato is very debatable.
No sharingan or have senju blood or uzumaki = not weak. For example Minato... Or Raikage A or Bee.
Minato has a good chance on beating Itachi...

Itachi can't get to sasuke once he enters into full susanno and itachi won't be able to dodge everything so he will have to fall back to susanno. Whatever stage of susanno will still mess him up and he will lose. MS tobi jas his MS and a second sharingan. Which means perfect izanagi + kamui = GG itachi. As for nagato remember this is not Edo itachi. One amaterasu will already mess up itachi. Using it continuously will only speed up his defeat. Summons won't be the only thing itachi will face. Also ST and CT. Itachi is strong but nagato is on another level.
