Limit on the amount of Jounin a village can have?

It's come to my attention that villages are limited as to how many Jounin they can have. Is this true? What's the limit? Why's this the case?

I can only assume that it's to maintain the power balance between villages but then how will other villages possibly know how many Jounin another village possesses?:shrug:

well there isnt any imposed limit in the number of jonnin,but it is fair to admit there arnt that many jonnin.
the higher the rank the lower number of jonnin will apear
so in terms of quantity
genin-chunnin-tokubetsujonnin-jonnin-kage
in trems of power
kage-jonnin-tokubetsujonnin-chunnin-gennin

We've only seen like 35 in total in the manga. Some of which are dead. Konoha has only shown 16(15 not counting Hiashi) in total, only 10(9 not counting Hiashi) of which are still alive.

While I doubt there's a limit on how many a village can have, given the level of skill it requires I doubt any villages have more than 12-15 active Jounin.
