This whole reasoning is flawed. True darkness is always present, it doesn't have a speed. It's space is either occupied by light, or it isn't.

Two, even if we did go by your reasoning, the speed of jutsu happens based on the chakra. That's why chakra based lightning attacks don't actually move at the speed of lightning, but things that use actual lightning (like Kirin) will move as fast as it would.

Nara techniques use chakra to control shadows, but considering darkness is actually always present, it's really that Nara users are able to push away the light, which is how they extend the reach of shadow techniques. Regardless, the fact remains that they are using their chakra, their own power, to perform the technique. So it's not gonna be as fast as it should be.

So Indra Arrow is slower than lightning. The lightning from the final explosion is slower than lightning. The Juubi's tenpachii is slower than Kirin. I think not. Using Lightning was a bad example.
