Didn't this whole thing go down on Shunsui vs Urahara as well?

It all comes down to whether Lille's attacks use Reiatsu, like literally every attack in the series, or not. If they do, Askin wins. If they dont (and besides not wanting your owl chicken thing to lose a meaningless vs match on the internet, there's no reason to think they don't), Lille wins.

Lille Barro is superior whether they're in base or in VS - the latter in which Lille would be far ahead than Askin.
