Yes, so, two parts for this technique. The first is, whenever you utilize a Water technique (spat from the mouth, used from the body, etc), by adding the said chakra, you can turn the technique into perfume. So no need to create many techniques for Perfume, you can use simple Water techniques.
The second part is the other way around, sort of. From any perfume source in the field, being it main release or any other perfume, after they are created, they can be re-manipulated by using Water Techniques, as long as the Water techniques require a water source.
But to do either, you must first activate the jutsu, costing 20 chakra. It stays on indefinitely and the usage of Water Jutsus to manipulate Perfume Sources isn't restricted (except the rule about personal perfumes, as I explained earlier).
Btw, the (+5) chakra cost on the template is not how much you spend per turn to keep the technique active, is merely what you spend to turn a water jutsu into a perfume jutsu. If you choose to not turn a water jutsu into perfume, you don't spend anything. If you choose not using a water jutsu at all, you don't spend anything.

Well, it is not because a constant input of chakra from the user, but because the element doesn't become passive. Normal elemental manipulation has you charge chakra through an elemental feature and, once it serves it's purpose, it becomes stagnant and chakra-less. With Perfume your chakra has a volatile nature and so it degrades at a constant rythim. As long as there's even a drop of original perfume source, the effects continue (Except if stated otherwise)
Again, there are a few types of water manipulation. Those that you create from your body (Spat, punched, shot, etc) are the ones that are affected by the First Ability of Embellir. Those that require a water source, which you solely manipulate and bend, not create or materialize, are the ones affected by the Second Ability of Embellir. From your description, you made it seem that you wanted to use a third method, the one where you're able to summon water from the moisture of the air, or materialize it out of a random place. Those do not figure in Embellir.
As for the Sensory Disruption, indeed. If you cover the ground with perfume, your opponents won't be able to sense chakra through it, as it is overridden. Perfume serves to confuse just as much as it serves to allure, your opponents feel what you want them to feel.

Genjutsu is the art of the illusion, aiming to gain an advantage on the opponent not through inflicting physical wounds on the enemies body but by attacking the brain. This is achieved bt interrupting the opponents chakra flow and inserting your own. A genjutsu is achieved when the user is able to manipulate their chakra into the brain of the opponent and take complete control of the opponent's five senses (Sight, Hearing, Touch, Smell and Taste) through controlling the many sections in the victims brain. This can result in numerous different outcomes such as; Inflicting false pain through immense stress on the brain, the loss of bodily control/ paralysis, or even somethign as simple as making the opponent believe a tree has moved in the distance. Genjutsu is also a widely used tool in the world of interrogation as users are able to torture the targets mind in order to extract information without the target having any control over what he/she gives away.
Because genjutsu are primarily based around the control of the five senses before one can understand the art of the illusion, one must understand the world around ones self. In order to make a genjutsu believable all aspects of the illusion created must be in sync with the real world, if any tiny detail is missed from the illusion then the opponent will be able to escape the technique.
Well, it's overall a good answer, I suppose. I see Genjutsu as the result of inserting your chakra on your opponent's chakra system, not to interrupt his chakra pathway, but to disturb it. I see it like putting a rock on a river stream. The water that flown linearly, when facing the rock, curves around and changes it's path, which essentially the effect of the foreign chakra on your opponent's chakra system. On your brain, though, it acts as a pressure point, interfering with the correct function of the brain, and inducing illusions, fake messages, and artificial responses. Now, before you can insert chakra in your opponent's head, you need a medium. Something that guides your chakra from your body to your opponent's brain. What mediums do you know?
Everything needs a medium. You chakra has to travel and mold and be guided to where it's needed. The most comon, besides direct manipulation, is through the usage of handseals. Likewise, the most common medium to cast a genjutsu is handseals. Then it's visual range, allowing you to cast a genjutsu as long as you can see your opponent. The other way around is visual contact, where you opponent needs to see you or a particular part of you, to be caught in a genjutsu. Then it's eye contact, most known to be used by Sharingan users. Cannon wise there is also sound based genjutsu, where you utilize sound to cast a genjutsu.
Based on all that, I've studied and developed more and creative types of mediums, one of which is Scent based. Perfume is, in essence, the pinnacle of scent based genjutsu. Like we talked before, perfume induces genjutsu because perfume chakra, converted by elemental manipulation, has a volatile nature, and, along with the gaseous particles of perfume, is inhaled by your opponent and thus affects the chakra pathway, and induces a genjutsu.

This technique can be used in order to change the medium of a genjutsu to that of scent, by this it is meant that a genjutsu normally requiring handseals to come into effect will now be achieved through the use of perfume. By spitting out a vaporous perfume into the air after one handseal, or by performing three handseals, the user can grow a liquid flower, consisting completely of perfume. The flower will spread the scent across six meters, meaning that anyone stepping into that range will be caught in the linked genjutsu.

Speaking of that, when you used this against Howard, was the idea that you could use the hourglass genjutsu without the three handseals? It may be my un-trained genjutsu mind speaking, but to me. Inflicting the gen by scent and inflicting it in any other way has the same effects, I personally, apart from the handseal thing don't see an advantage in using genjutsu in this way.
First, increased range (some times).
Second, spitting perfume into your opponent's eyes (blinding them) AND casting a genjutsu.
Third, turn into into a multi-target genjutsu, instead of single target.
Fourth, constant genjutsu emission for three turns, resistant to many of the genjutsu release methods.
Fifth, trapping them in a genjutsu and THEN ignite them on fire (Since they'd be covered in perfume)
Not sure why but the moment I started thinking of genjutsu, I instantly forgot all of perfumes other uses. I guess that's what makes it so dangerous though, once the genjutsu is in place the opponent becomes fixated on it and forgets about the other dangers that perfume brings.
Although, I'm yet to come across a genjutsu that is only short range. Guess that's just my lack of experience coming into play though.

The dandelions then spread around and form ponds. These ponds release the perfumes scent into the air filling the air with said perfume, the perfume carries in it's scent a sleeping genjutsu. When affected by the genjutsu the opponent's eye lids begin to grow heavy and he becomes drowsy, thus making his movements sluggish and lumbered. As their bodies begin to stiffen with the tiredness they see young women, each possessing a beauty far beyond the ordinary massaging them and caressing their bodies, this adds to the sense of relaxation given to the opponent and leads to him falling asleep.
Going back to the Howard fight, you used a genjutsu on him (NB Gen I think... god I can't wait to get that... anyway.) that made him believe he had woken up at home in his bed. The other day I asked you about layering genjutsu, would this work with this technique along with the aforementioned? As far as I can tell the two techniques don't contradict each other, you could make the opponent wake up at home in their bed, surrounded by women and feeling incredibly drowsy. Tired and believing themselves to be at home they'd be more inclined to allow themselves to drift off don't you think. Also, in the comfort of their own home I think it'd be more believable that they're surrounded by women. Thoughts?

It manifest itself in a feeling of being soaked in water, and seeing the periphery of the fields flowing. The opponent can see perfectly, as if his eyes are guarded by swimming glasses, but everything in the field will be slightly distorted as if underwater. The genjutsu latches itself on the opponent's mind, so that even after the perfume is gone and the opponent releases himself from the genjutsu, the water goggles will still linger 1 turn after.

Becoming part of ones subconscious the genjutsu's effects still linger even after release as the distorted vision remains. As one can imagine, movement underwater is incredibly draining on the body and takes lots of extra effort for performing even slight movements, as well as this movement speed would be slowed drastically.

Like I said, you'd need to stack the genjutsu, and since Slumberous Dandelions is an A rank, it needs to be used first. Also, don't forget, it's not just a sleeping genjutsu, it's also a soporific chemic.

The scent carries a genjutsu where the opponents feels his whole body being pierced, as if shards of blades grow in his stomach and lungs and other internal organs, before the opponent finds himself wrapped in rose vines, with growing spikes.

*Illusionary Effects: Shards inside Internal Organs and Wrapping Rose Vines externally.

The user creates a mist of a vaporized red perfume, the perfume holds an extremely powerful scent. As the perfume is so strong it leads to irritation in the opponents eyes, nose and throat. As this mist lingers in the air the effects that it has on the opponent increase with time, the scent of the perfume fills the air completely in and around the mist, preventing the opponent from picking up any other scents whilst in the mist. As well as the aforementioned effects the perfume casts a genjutsu on the opponent with its scent, the genjustsu causes the opponent to feel as though needles and blades are growing inside their bodies, puncturing their internal organs and hurting them from the inside. Whilst this happens the opponent sees rose vines rising from the ground wrapping themselves around the opponents body and restricting his movements.
This is good, with the extreme scent and the effects that the perfume has on the eyes, nose and throat the opponent could assume that the perfume is corrosive and acidic. Under that logic they'd have no grounds to release the genjutsu. As far as they know inhaling too much of the perfume could have this effect.

Description: With 4 handseals, the user creates up to 3 long arrows made of a purple-ish perfume, which she can then shoot up to long range. Once they hit something solid, instead of piercing through, they will spread their scent up to 20 meters, whereas in arrow form the scent only reaches 5. Although imperceptible for humans, the scent will cause the animals to feel hostility towards their owners/summoners/allies, putting them in a state of confusion and anger, and making them attack, while at the same time creating a sense of familiarity and friendship towards the user. An underlying genjutsu will enhance the physiological reaction by showing the user in a form of a parent or a an object of affection, needing to be protected and the opponent as a form of adversity, food, etc.
*Lasts 3 turns, causing the affected animals to fall deeper in dementia until they force themselves to vanish*
*Can only be used 3 times*
*Does not affect allied summons, as the genjutsu will counter the effects of the perfume, but will make the summons slightly less wary, fast or powerful*
With this jutsu the user, after performing four handseals can create a set of three perfume arrows (purple in color). The arrows can be shot anywhere up to long range and upon contact with an object they merely break from the arrow form and spread their scent around the area, with a radius of twenty meters. The scent is imperceptible to humans and if instead intended for the noses of summoning animals. Once they inhale the scent the animals are made to feel a strong sense of hostility toward their owner/ summoner, as well as this they begin to feel a bond of friendship with the user. With these new feelings the animal affected will attack it's summoner in order to protect the user, whom the animal now sees as a parent figure. The affected animal will disappear once the effects of this genjutsu dissipate as the stress in their mind renders them unable to fight.
