Leg weights to my understanding are numerous seals placed on the ankle wraps which when activated adds a massive amount of weight to each set. Once the seals are activated and the weight is increased on the weights that are around the ankles, they're used as training mechanisms. They're purpose is to make us used to moving at normal paces and speeds with them on, so when we finally take them off we gain physical boosts. We become 2x faster when it comes to running speed and all of our leg based Taijutsu attacks gain +20 damage from the gained strength and speed of the leg strikes. This successfully creates a chakra-free boost to the physical body, which is a perfect Taijutsu based boost.
