Hmm let's see, well first there's Minato's speed. It makes him difficult for a long range fighter to handle, since attacking long range gives Minato way more time than he needs to access and properly dodge an attack and long range fighters typically have trouble up close, which also happens to be Minato's strong suit. But this is where his weakness lies.
Anyone who is also adept at close range combat could be trouble for him depending on the jutsu they have at their disposal. Since Minato has to come in close contact with his enemy to do any damage, it makes him really vulnerable to attacks, and decreases the time he has to avoid incoming attacks at such a close range.
Someone like Gaara could be a bit of an issue. Because Gaara's sand is a pretty fast defense (we know it's faster than Amaterasu) it would be tough for Minato to land a blow on him. Plus Gaara's sand is also a weapon, so if Minato trys to strike and ends up getting caught in the grip of the sand, Gaara could potenially use his sand burial technique to do some damage. Minato is probably too fast for Gaara's sand to swallow him whole, but I'm sure that Gaara could atleast grab his hand and cause serious damage to it, which takes away from Minato's ability to use FTG+Rasengan as effectively since he would then only have one hand.
Other candidates would be Nagato who could use his Almighty pull+preta path to suck away Minato's chakra from close range.
I'm sure there are other ninja too but basically close range combat is Minato's greatest strength and weakness since he doesn't have any defense beside his speed to protect him. Remember even Obito was able to grab his arm, he just wasn't smart enough to try and damage it but instead tried to Kamui Minato which doesn't do any damage at all to the opponent.
