Didn't Sakura intend on quitting the chunin exams and risk getting hated on by Sasuke just so Naruto could retake the exam and have a better chance to achieve his dream?

No. Unlike mother Salad never tried to manipulate Naruto, doesnt need help to pass exam and was overall more useful than Sakura.

She only did that once and realized it was wrong ever since, the only times she was mean to him after that is if he had it coming(insulating lee, making doing his sexy jutsu in front of her) , she was very caring towards him to be honest, especially the exam moment.
Land of snow is filler btw.

I know I'm about to get lit TF up but here it is, Sakura was like a mother to Naruto in many ways. I think after growing close to him and seeing how senseless a lot of his thinking/actions were to an extent she in a way took authority over him in an effort to combat the things a normal mother would've viewed as unacceptable.
