It seems to be quite effective and versatile as I can perform it quickly taking my opponent on surprise as a result. I can also avoid solid objects and still manipulate it towards my target easily. To cut the story short, I think it's a great technique.

No that's not a risk, but nice try. Basically the lightning doesn't slow down kinetic energy. What this means is that if someone punches you and it connects, you're still going to feel the punch. It doesn't stop the punch, assuming the punch is strong enough. The opponent will still be electrocuted. But you'll still end up punched. The same logic follows anything with solid properties to it.

Also, keep in mind this is a full body surge capable of releasing genjutsu (D-Rank as per the release rules)!

It doesn't actually take the shape of the horn. It simply releases multiple bolts of lightning. So essentially you can attack multiple targets with this. Bear in mind these are projectiles you are releasing. Which means that you no longer control them once you release them and that they are not C-Rank each. Instead releasing two projectiles is causes each projectile to be D-Rank. Four would be E-Rank, etc etc. As I've said before, try to go deeper with this. You're just repeating the description of the technique. Give some creative uses. Talk about it more. I can read the technique fine. And I know you can too. But go further than that.

First of all, I would posess a sword and then channel my lightning chakra into that sword maximizing its cutting capabilities. Then I will supend it into the air infront of my target. By this, it will mutiply the sword creating two identical copies which are further manipulated to spin agressively and controlled to move towards the opponent, cutting them. Albeit, I won't be able to perform any other elemental jutsu and need absolute focus to complete it. Alternatively I could channel the lightning chakra into my sword which would increase it's cutting capabilities, and attack my target head on especially on taijutsu battles. Finally in terms of usefulness, this jutsu can certainly inflict numbing injuries and even take opponent by surprise since it's quite fast.
