This actually isn't debatable.

There's a reason one is S-rank (Raikiri) while the other is A-rank (Rasengan).

Let's just say if Sasuke used Raikiri at the Valley of the End or under Samurai Bridge, he would have beat Naruto.

raikiri & chidori are the same jutsu. the rank difference is superficial. sasuke clearly reached kakashis skill level by part 2
