We know his speed increases. But I want to know, does it increases both his speed and strength or just his speed?

Cause I remember after A was done attacked Sasuke with this form and he was about to use his Guillotine Drop his hair his no longer spiky meaning he went back to level 1.

I don't really know,but I think in fact he's a saiyan and that's his SSJ1 form.
