[CE] Light Release

I completely agree with trading a spot for the Light CE for 5k Kumi & trading a CJ for an additional 1.5k Kumi, totaling for 6.5k Kumi. Along with this trade, Drackos is given permission to submit justus on the account that all users of the Light CE will have access to them if they choose. Drackos does have the opportunity to submit one personal Light CE that nobody can use.
