Am I too late?

I would use the technique whenever a boulder is around. Its great for an incoming attack from the air and a great defensive mechanism, able to drop down instantly to block attacks. This technique allows you to have full control of like a meteor o_o

Nice one there Darkmatter.
I feel like posting a more detailed explanation so that you grasp it more adequately.

Paw Arts: Repel (Nykyujutsu: Oshi)
Rank: B
Type: Attack/Supplementary/Defense
Range: Short-Long
Chakra: 20
Damage: 40
Description: This technique is a very simple technique that nearly all bartholomew clan
members can use. The user puts his paw on a
boulder(or if applicable one of the opponents
jutsu) and using the power of his paws he
repels the boulder. When this happens the
boulder goes off into the air behind the user instantly disappearing from view. The user
can choose the location of where he wants
the boulder to land(without stating it) and in
4 turns the boulder lands there. This
technique can be used for attacking by
simply having the rock come down and hit the opponent on the back of his head in 2 turns
time. For defense the user can have the
boulder appear in front of him to stop an
opponents jutsu(Only B rank and under).
~This is only an example of the techniques
usage, the ability of the paws is to repel anything. Obviously the user can't repel a
lightning, fire or wind jutsu without taking
damage, however if he wants, he can
however he takes 20 damage to his paws and
he can't use his paw abilities for 2 turns.
~This technique can't be used to teleport other people to desired locations.
~The boulder can be in the air for as long as
the user pleases. Meaning it could be more
than 24 turns if he wishes.

The description actually looks complex but its quite easy to understand. The boulder example is just one of the numerous ways you can use repel oshi.

The basic jutsu in which our kg is based upon. Pushing, repelling. You time it perfectly and push the air around an object, a jutsu(b-rank and below), matter and send it flying back to whence it came.

For now, you take damage from repelling B-rank lighting, fire and wind(would soon update and remove wind).
However. You don't take damage from repeling c-rank and below of the said elements.

For the description in the technique. You can do 2 things with just the 1 technique. That is repel and bring it back down for your use.
Imagine someone send a B-rank earth spear towards me, and I slap it with my paw while pushing it. First I can decide to push it back towards the sender(at normal speed). Secondly I can do push different. This kind of push is not pushing back it towards the opponent but you push it into the air. It is however very fast that it vanishes from view(both you and your opponents). However the said thing or object you repeled won't stay in space forever, so you can bring it back down anytime for offensive or defensive purpose without spending another move.

Lets say I repel the earth jutsu as I said, it vanishes but I will it to come back in the fouth turn behind the opponent. It gives you the upper hand and advantage.
It might not be a jutsu. You can just bring out your kunai, katana and repel it then in any turn you wish, you can bring it back down to deflect a kunai for you or to attack.

The sending to space and coming back down can however not be used on intangible elements as they would deform upon prolong suspension in space.

Any questions?

Its according to your post. One for each.

Kelvin walks into the field, seeing a vexed sensei, he moves back a little (startled), he then regained composure

Kelvin hears the old man speak. He looked around as all his colleagues answered the question. He finally talked when it was his turn. He said
I'm Kelvin Levin. I like to spend time kicking butts and taking peoples gadget and equipment from them.
The Batholomew clan is a clan with the origin from Kirigakure. The Bartholomew was founded by Kuma Bartholomew. The Bartholomew use a fighting style that involves the use of "paws" which involves taking a stance like that of a sumo wrestler. They have the ability of push and pull anything around them. Even the air. They also can repel pain and cure others.

No questions

Kelvin caught a leaf that was dancing in the air.
First, Kelvin focuses his chakra long and hard in his core. Channeling the chakre all the way to his hands, Kelvin tries to forcefully release the chakra through his palms. This then pushes the air around the leafs, making the leaf to fly.

They already said it... By pushing the air around the leaf

After Kelvin saw his mates making boulders move, he thought to himself 'How hard can this be? I'm stronger and better than these guys, so if they can do it, it should be easy for me'
Kelvin walked up to the boulder. He then places his 2 hands on it. He then channels the chakra he had already focused to his hands. He again released the chakra as he had done to the leaf. This makes the boulder move at a great speed across the ground.

You can use it when an opponent launches an earth attack. You make it go round, and in 4 turns, drop on the opponent from behind.

No question

Paw Paw Arts: Impact Dial (Nykyu Nykyu no Mi: Inpakuto Daiaru)
Rank: A
Range: Short
Chakra Cost: 30
Damage Points: Varies
Description: The user takes advantage of
their paws and, upon physical contact, any impact is absorbed instantaneously. This is
seen by the clan members as an invert push.
The impact is stored on the paw until the
user is able to catch his opponent off guard,
striking them with the full power of the
absorbed technique.
*The user can simultaneously preform a
Paw Paw technique to add damage*
*Can only absorb techniques one rank above
maximum, higher than that, the paw will take
half of the damage, and will be useless for 2
turns*
*Can only be used once every 2 turns*
*The absorbed attack will loose the impact,
which is to say all the momentum. Energy
attacks (such as Fire or Lightning) will
behave the same way, but will only be
harmless to the user if it's a technique of the same rank, following the above mentioned
drawback for S rank, while Forbidden
techniques aren't affected at all*
*Can use it only 3 times per battle for S
ranks or 4 for A*

The next one allows you to use inverse repel and repel concurrently.
Using your paws, you can stop a jutsu completely by simple making contact with it through your paws. You thus absorb the force into the paws(force only). Then you can release the absorbed force back into an entity.

For example. A log of wood is sent towards me that on a normal day, I can't stop with my bare hands without geting crushed by its wieght. I can simple intercept it with my paw while focusing chakra into the paw and coat the entire hand/palm with a bubble in the shape of a paw to completely absorbed the force impact of the log. The log of wood is still there, just that it would completely halt as its momentum and kinetic energy is being absorbed. The wood would then fall down or I can send the force back into the wood so that it flies back to the sender. I can say I want to attack the opponent directly with the force then while using a freeform palm attack or a taijutsu palm attack, I can release all the force absorbed into the opponent.
After absorbing the force, say a force with 40 damage, I can decide to use repel oshi after that which has 40damage point while enhancing the repel with the absorbed force. Making the new damage be 40+40=80 damage point.

This can be used on upto S-rank non corrosive jutsu. E.g, Earth, Water, Wind etc.
However, for corrosive elements like Fire and Lightning, we can only absorb upto A-rank and below without recieving damage. Immediately we absorb the force in the case of lightning and fire, they disperse into nothingness as they loose form.

You know what to do.
Tell me several ways you are going to utilize this in battle and tell me possible combinations.
Also, ask questions(compulsory).

Kelvin sees his sensei completely stopped a log of wood. He thought in his mind... "Wow... Even Ben don't do that"
He then said to Reborn... " Attack me with an A Rank water jutsu...
Kelvin then takes the stance of a sumo wrestler while focusing chakra long and hard... After this, he channels the chakra all the way to his hands. He then manipulates it into a bubble in shape of a paw while he prepared for the attack... As the attack almost made impact, Kelvin stretched out his hands and he did an "invert push" by absorbing the jutsu and then sending it back to the opponent with force

I'll use this best in short range. Redirecting it almost immediately. The opponent won't expect something like that.. And it will hit before he boots.

How many turns can you keep the absorbed energy?

Kelvin heard as his teacher asked him to strike a pose of a sumo wrestler...
Kelvin then puts a leg in front, and the other one a little on the right behind him... He then crouches a little bit and positioned both hands as if he was ready to push anything at any instant Kelvin then made little adjustments to the position of his legs so as to ensure maximum balannce. Done sensei, he said

Stop spamming pls. You already told me that in the vm so I don't see a reason why you post it here too.

Paw arts: Slapping thrust pressure cannon (Nykyujutsu: Tsuppari Pad Hō)
Rank: A
Type: Attack
Range: Short-mid
Chakra: 30
Damage: 60
Description: Bartholomew clan members first plant both their feet firmly on the ground by means of a sumo-style foot stomp. Then, throwing their palms forward multiple times, they fire a vast number of "pressure shots" at the enemy. The way they push their palms forward and the stance they take while performing this technique resemble those used commonly in sumo wrestling. Tsuppari is a thrusting open-handed strike about the upper chest and face, a technique in Sumo.
~3 times per battle
~no paw arts 2 turns after usage
~The pressure shots move extremely fast, only sharingan of 3 tomo can predict them or
any other sensoring ability.
~Because The stance is sumo-style one must remain completely still to preform this technique. Leaving him/her open to attack.
~only three tomo sharingan can predict and avoid the pressure shots.

Now this is the reason I asked you about balance and pose. The above requires them and you must be quite still as the technique is quite deadly and might be op depending on how you use it.
You strike a pose like that of a sumo wrestler then you jab your paws forward continously releasing paw shaped bubble of air pressure that move at intense speed only someone with doujutsu and sensory can percieve without difficulty.
Even at that, only someone with a sharingan 3tomoe reaction speed can completely/safely avoid the shots. This means you don't have to have 3T sharingan but if your reaction speed overall is equivalent to that of 3T sharingan, then you can avoid it.
The pose and balance is neccesary for you not to suffer recoil damage from the technique.
You can however use other means to achieve stillness and balance. Imagine an opponent uses and earth technique to bind your legs. With that you have the right balance and you only need to jab your hands and assault your opponent. Viola, you just used your opponents jutsu to your advantage.

Kevin again plants his legs strongly in the ground ans he gains the stance of a sumo wrestler. After this, he then focuses his chakra and channeling it to his hands, he pushes his hands forward and he manipulates it to "pressure shots" as he releases the chakra.

Kevin again plants his legs strongly in the ground as he gains the stance of a sumo wrestler. After this, he then focuses his chakra in his core long and hard and channeling it to his hands, he compresses the chakra until enough. Gaara then pushes out his paws and using what he had learnt earlier. Gaara then pushes his hands forward continuously as he releases the chakra and manipulates it to a compressed air which he called "pressure shots"

The pressure shots cannot be seen or tracked with anything less than the 3 tomoe.
If used wrongly as in on a clone, The user is open to attack from all other side
If the stance is not taken well, the user will sustain serious damage

Questions: How big are the shots? And they impale right?

I meant imagine a situation where we are involved in a battle where you have a clone unknown to me. I then try using this technique on you not knowing I am using it on a clone. This leaves me wide open for any other attack - an attack from the real you...
Or imagine trying this tech on one of the Paths of Peins... This so much leaves you open for attack from the other paths

if the stance is not taken well, the user will sustain serious damage? This is not true. Simply, you won't be able to perform it. As in, how will you sustain the damage?

Also, i gave a picture of the tech. Check above.

That is all for Level 1. Apply for level 2.
