He can't use the meteors seeing how....
1. He connected to the Juubi and that would damage it.
2. He's techniquely a dead shinobi walking amongst the living, but he's not under the Edo Tensei's influence meaning he wouldn't respawn after he did the meteors. The blast radius would kill him too.

The main villain is about as equally important to the main antagonist. Without him, there would have been no naruto because all of the events wouldn't have happened.

If Naruto possessed seals like his clan, Madara would have been seal by Naruto's shadow clone before Madara even defeated the Kages, but alas plot protects the Great fodder from being sealed during his encounter with that Legendary Uzumaki's shadow clone._O-

What I stated was fact.
Without Madara, there would have been no EMS since he was the first to figure out how to get it by taking his brothers eyes.
He was the first person to control a bijuu which was the reason why they started to get captured in the first place
He was the only other person to figure out how to get the rinnegan by getting Hashi's cells.
Without rinnegan would be no Nagato, without Madara would be no Obito, without Obito would be no akatsuki and both Kushina and Minato would still be alive
Without Madara, the Uchiha would not have been segregated which lead to the rebellion and their slaughter; meaning no "evil" Itachi or Sasuke.
No shinobi world war, no Juubi revival....NO PLOT!
