The irony with Kabuto is, he relies solely on others abilities, and say this is why he's the strongest. Which is the same as admitting that you're the weakest. Simply because the shinobi world determines strength based on innate ability, and not the ability of others. So when one comes along bragging about invincibility because all their strength comes from others, we get the discussion we are having now. It's something Kishi placed in the mind of the readers. I know that intelligence is innate, but even with that, He was Kakashi at best. He knew he reached his limit, or at least he thought, so he proceeded to take others abilities to make him "stronger", recognizing that he's naturally weak. Kabuto's ideology is the reason why most challenge his supremacy. If you're weak, then take the strength of others. He's admitting he is....
Otherwise, we would be getting the same arguments against Sasori, Madara, and even shinobi with summons. There's a reason we don't. He makes it so vivid that this is the foundation of his strength.
