I doubt a tier system would work. Like Crocodile said, there's no telling how DFs interact with one another. Another thing is that a DF could be completely useless in one hand, but extremely hax in another. Case in point for both: The Doku Doku no Mi is far ahead of Mr. 3's fruit, it should be in a higher tier, and Mr. 3's fruit acted as a perfect counter to it. Put that fruit into Garp's hands and have him square off against Magellan. Garp covers himself in a wax armor and proceeds to beat the everloving shit out of Magellan. Then you have the Gomu Gomu no Mi, which is actually a low tier fruit made good by the wielder's battle genius only. Quite simply, ranking the Devil Fruits themselves is faulty as they don't follow a linear system. Ranking the users is more accurate.
