For strong bounty hunters to pursue them too. And to let the world know that they're dangerous and inform them if they see them (see Robin's backstory and how everyone who saw her reported to the WG, that way they could almost catch her more than once).
Or because they're targets they want to eliminate (again, see Robin's story).
