Speed is the most important thing in any battle, and Juubito blitzes anybody before they can make a move. The only debatable person is Minato, and even then I say he gets blitzed.

in this case he simply needs reflexes surpassing juubitos speed.
juubito has without a doubt the current fastest base speed, but saying that minato can't dodge it, without providing any prove, is wrong.

i'd say you would agree with me on the fact, that minato is the only one with the potential to dodge juubitos attack.

Speed is a plot device though. They seem to emphasize it during certain moments and neglect it in others. There are too many examples to list of inconsistencies in the portrayal of relative speeds among characters.

Once it is time to kill Juubito they will nerf his speed and he will be destroyed.
