What would have had happened if Minato tried to slam the rasengan without SM?
ANSWER : The same thing which happened with SM.
He used SM in order to land a blow on Madara (by luck) since he knew that Senjutsu is Juubi Jinchuuriki's weakness. And suppose if he was lucky enough to land a hit without SM then what would have been the point of FTG'ing infront of Madara and letting his normal chakra Rasengan absorbed by Madara. So Minato took under consideration of this possibility as well. He had a 1 percent chance that his attack might work and for that he prepared a SM rasengan.
Now the point is why the hell SM, right?
By looking at the past Sooooooooooooooooo many chapters, Minato didn't used SM in any of his fights.
The possible reason (even might come from Kishimoto) would be that Minato is not as good as Jiraiya who converts partly into a toad in SM. Yeah, I said Jiriaya because Naruto already surpassed Jiriaya.
That explains why Minato never depended so much on SM in the current war. He let Naruto to handle that thing.
Even if Minato gets 10/100 marks in SM tests, he still got those 10 points which the current chapter showed that he used at this moment.
Another reason why Minato sucks at SM.
Simple, because he never got the need OR he never faced such challenges unlike Jiraiya and Naruto.
Jiraiya got the business of leading the child of prophecy.
Naruto got to master it in order to save his village and take revenge for Jiriaya's death.
But what Minato faced? Nothing dangerous. He was learning it like a normal shinobi would learn. Even if he's called a prodigy, he really might not be good in one field. Even Jiraiya started his training from young age and still couldn't master when he was an old man. What difference would Minato make?
Think it again, Minato had other half of Kurama which was behaving well with him. He could have supported Minato to gather Senjutsu chakra but he didn't or Minato didn't let him because Minato might knew that his body can't handle so much Senjutsu chakra.
