The eye itself has no counter. But as long as the opponent is fast enough, they can easily escape Kamui snipe. Tenseigan just makes it easier due to the enormous speed boost. So it depends on the user. Still, like I said, the massive speed boost Tenseigan gives garuntees Kamui Snipe won't work.
