Sasuke's susano is not a perfect Susano, it is a complete Susano. Perfect means when you cannot develop/improve something; a prime example is Madara's Susano. It is a perfect susano because it's at its best. Whereas Sasuke's susano, there is still room for improvement.

Now, can you tell me how summoning a layer of Susano over Naruto's BM chakra to act as nothing more than a protective coat/armor is Perfect Susano?

1 For the Sword
1 For the Bow and Arrow
1 For the Amaterasu Orb.

Yeah I agree. During the Kabuto fight Itachi's Susanoo dawned 4 arms as well. So it wouldn't surprise me at all if Sasuke's does too.
