Let's be real for real. Itachi is highly intelligent, fast, and deadly beyond belief yet he never presumed to fight Jaraiya stating that both he and Kisame would suffer great damage in the bout. Now Jaraiya was a Sannin and obviously of Kage level otherwise he wouldn't have been considered for the post after Orochimaru defected. By default that would make Minato (being second runner up behind Orochimaru) stronger than Itachi. Itachi was never shown to fight someone with MS and the Kyuubi single-handedly so I give it to Minato. Besides Minato was so famous that there was a flee on sight mandate given out to all Iwagakure shinobi during the third war, the dude was just a boss. Itachi was formiddable but I doubt he could take out fifty shinobi with his Tsukuyomi or Amaterasu. I doubt he could do that even with his Susano'o. Minato wins high diff.
