Before Obito became the Juubi Jin, his goal was to deny Naruto's Will before he launched the Moon Eye Plan. Obito has been on this self hating path to deny who he is/was and become no one. Now that he has no sense of self, Naruto is all that is reminiscent of Younger Obito. Naruto is the only natural target for both a Juubi Controlled Obito, and an Overwhelmed with Power Obito Juubi Jin.
Of course Obito would only target Sasuke if he got in the way of either the Moon Eye Plan or him and Naruto, or if he deemed that killing Sasuke would hurt/break Naruto he might. But even if he is or would still be Obito, he isn't in any condition to be thinking strategy beyond "Obito Smash" right now it would seem Lol
