but hiruzin is top 40
i see alot of people put saratobi in top 100 ,so i think he is underrated so i put him in top 40

I think I'm missing what makes him so powerful. The only thing I saw him do when rereading the chapters was use a dust technique, fly, then get shot down by Naruto's rasengan. He got sealed up, split his body in half, then got possessed by Kabuto to summon Madara, and he didn't get much screentime after that.

Am I missing something that he did to make him top 10 material?
