Ok, I'm going to show you guys something that will at least put a large dent in the credibility of ''That jutsu''
Ok, here is the page just before Jiraiya says ''Don't use that jutsu''
What were seeing is Jiraiya pulling Naruto to the side and informing him not to ''Lose control'' and ''Get hot-headed''
Now, what happens when Naruto gets angry? [There's a Hulk joke in there somewhere..]
Well, he starts to let the 9-tailed chakra leak out.
But what's the problem with that, you may ask?
Naruto has let his chakra out plenty of times?
The problem with that is, Jiraiya knew that Naruto was going to be dealing with Akatsuki members, and Jiraiya also knew what Akatsuki wanted.
Tailed Beasts.
If Naruto where to start leaking out his 9-tailed chakra, Akatsuki would be able to identify him in a second, and take him away. This is PROVEN when Naruto lets his chakra leak out in front of Diadara and Sasori, there are not only able to identify him immediately, they send Diadara after Naruto [Which was a bad move, in the long run] to capture him.

Let me break down what Jiraiya said right there...
What Jiraiya is saying is ''You do know that Akatsuki is after Tailed Beasts, right...?''
Well what does that mean, you may ask?
Jiraiya is questioning Tsunade's decision to send Naruto, the Jinchuriki of the Kyuubi, on a mission that will put him in direct contact with Akatsuki, who is after Tailed Beasts.
Now what does that have to do with ANYTHING, you may ask?
Well, since Jiraiya now knows that Tsunade knows that Akatsuki is after Tailed Beasts, and is set on sending Naruto on the mission, Jiraiya pulls Naruto aside to tell him NOT TO UNLEASH THE KYUUBI in order to decrease Naruto's chances of being identified as the Nine Tailed Jinchuriki.
Therefore, Jiraiya told him not to use ''That power'' [A.K.A, The Kyuubi] NOT ''That jutsu''
