It's just how Kishimoto showed in the first arc of this manga. Shinobi are nothing but tools. One manipulates and in someway gets manipulated. But just because they fail at the end, and a certain other character starts surfacing talking shit about the guy who achieved things by himself, doesn't make them a puppet as they were doing the things they wanted and believed to be right. So yes and no.
